அழிவை நோக்கி செல்கிறதா மேல்நிலைபள்ளி தொழில்கல்வி பாடங்கள்?

🔥🔥🔥🔥அக்டோபர் 2018    அழிவை நோக்கி மேல்நிலை தொழிற்கல்வி?

💥💥💥சுமார் 1.5 லட்சம் மாணவர்கள் பயன் பெற்று வரும் மேல்நிலை தொழிற்கல்வி மெல்ல அழிவை நோக்கி சென்று கொண்டிருப்பதாக கல்வி ஆர்வலர்கள் தெரிக்கின்றனர்.
தமிழகத்தில் கடந்த 1978-ஆம் ஆண்டு முதல் 10 பிளஸ் 2, பிளஸ் 3 என்ற புதிய கல்வி முறை அறிமுகப்படுத்தப்பட்டது. அதற்கு முன் இத்திட்டம் 11, பிளஸ் 1, பிளஸ் 3 என்ற திட்டம் நடைமுறையில் இருந்தது. புதிய கல்வி திட்டத்தின்படி, மேல்நிலை முதலாம் ஆண்டு மற்றும் இரண்டாம் ஆண்டில் இரு வகையான கல்வி முறை நடைமுறைப்படுத்தப்பட்டது. அவை பொதுக்கல்வி (GENERAL STREAM OF EDUCATION), தொழிற்கல்வி (VOCATIONAL STREAM OF EDUCATION). 1978-79-ஆம் கல்வி ஆண்டில் 709 மேல்நிலை பள்ளிகளில் 1,153 பாடப்பிரிவுகள் அறிமுகம் செய்யப்பட்டன. இவற்றில் விவசாயம், வணிகம், வியாபாரம், மனையியல், பொறியியல் தொழிற்நுட்பம், சுகாதாரம் என 6 தலைப்புகளில் பல்வேறு பாடப்பிரிவுகள் தொடங்கப்பட்டன.
தற்போது தமிழகத்தில் சுமார் 2,600 மேல்நிலைப் பள்ளிகள் உள்ளன. அவற்றில் 1,605 மேல்நிலைப் பள்ளிகளில் தொழிற்கல்வி பாடப்பிரிவுகள் நடைபெற்று வருகின்றன. இதில் மேல்நிலை முதலாம் ஆண்டு மற்றும் இரண்டாம் ஆண்டு ஆகியவற்றில் சுமார் 1.5 லட்சம் மாணவர்கள் கல்வி பயின்று வருகின்றனர்.
தொழிற்கல்வியை மேம்படுத்த வேண்டுமென தமிழக அரசால் 1980-இல் அமைக்கப்பட்ட டாக்டர் மால்கம் ஆதிசேஷய்யா, 1982-இல் கல்வியாளர் வா.செ.குழந்தைசாமி, 1985-இல் இயக்குநர் கே. கோபாலன், 1993-இல் டாக்டர் லாரன்ஸ் தலைமையிலான உயர்மட்டக் குழு ஆகியவை பல்வேறு ஆண்டுகளில் அமைக்கப்பட்ட குழுக்கள் தொழிற்கல்வியின் அவசியம் குறித்து பரிந்துரைகள் அளித்துள்ளன.
1977-இல் அமைக்கப்பட்ட பி.சபாநாயகம் தலைமையிலான குழுவும், 1978- ஆம் ஆண்டில் சென்னை பல்கலைக்கழகத் துணைவேந்தர் மற்றும் யுனெஸ்கோ துணை இயக்குநர் ஜெனரல் டாக்டர் மால்கம் எஸ். ஆதிசேஷய்யா பரிந்துரைகள் "படித்துக்கொண்டே தொழில் பழகு' (Learning to do) என்ற கருத்தின்படி விவசாயம், வணிகம், சுகாதாரம், மனையியல் உள்ளிட்ட 8 வகையான தொழிற்கல்வி படிப்புகள் அறிமுகம் செய்ய பரிந்துரைக்கப்பட்டது.
1986-இல் தேசிய கல்விக் கொள்கை தொழிற்கல்வியின்படி மேல்நிலை வகுப்புகளில் 1990-இல் 10 சதவீதம், 1995-இல் 25 சதவீதம் மாணவர்களும் தொழிற்கல்வி பெறும் வாய்ப்பை வழங்கிட வேண்டும் என பரிந்துரை செய்துள்ளது.
தமிழக அரசின் ஆணை எண்- 386, கல்வி நாள் 14.3.1955-இன்படியும் அரசாணை எண்-1657 கல்வி நாள் 6.9.1956-இன்படியும் பொதுக் கல்வி மற்றும் இருமுணை கல்வி (தொழிற்கல்வி) அறிமுகம் செய்யப்பட்டது. 1965-66-ஆம் கல்வியாண்டில் 10 மற்றும் 11-ஆம் வகுப்பில் இரண்டு வகையான கல்வி பெற வகை செய்யப்பட்டு, பொதுக்கல்வி என்றும் அலுவலக செயலரியல், பொறியியல், விவசாயம், மனையியல், இசை, ஓவியம், பெயின்டிங் ஆகிய பாடங்கள் இருமுனைப் பாடங்களாக அறிமுகம் செய்யப்பட்டன.
1978-79-ஆம் கல்வியாண்டில் 709 மேல்நிலைப் பள்ளிகளில் அறிமுகம் செய்யப்பட்டபோது மொத்தமிருந்த 1.14 லட்சம் மாணவர்களில் 24,400 பேர் தொழிற்கல்வி பெற்றனர். இது 21.49 சதவீதமாகும்.
தற்போது தமிழகத்தில் உள்ள சுமார் 2,600 அரசு மேல்நிலைப் பள்ளிகளில் 1,605 அரசு மேல்நிலைப் பள்ளிகளில் தொழிற்கல்வி பாடங்கள் நடைபெற்று வருகின்றன. இதில் மேல்நிலை முதலாம் ஆண்டு மற்றும் இரண்டாம் ஆண்டு ஆகியவற்றில் சுமார் 1.5 லட்சம் மாணவர்கள் கல்வி பயின்று வருகின்றனர்.
1978-79 -ஆம் ஆண்டில் 66 வகையான தொழிற்கல்வி பாடங்களாக அறிமுகம் செய்யப்பட்டன. 1985-86-ஆம் ஆண்டில் 44 பாடப்பிரிவுகளாக குறைக்கப்பட்டது. 2009-10-ஆம் ஆண்டில்12 பாடப்பிரிவுகள் நடைமுறையில் உள்ளன.
அவை விவசாயம், வணிகமும் வியாபாரமும், பொறியியலும் தொழில்நுட்பமும், சுகாதாரம், மனையியல் ஆகிய 5 தலைப்புகளில் பொது இயந்திரவியல், மின் இயந்திரங்களும் சாதனங்களும், மின்னணு சாதனங்கள், டிராப்ட்ஸ்மேன் சிவில், ஆடை வடிமைத்தலும் தயாரித்தலும், வேளாண் செயல்முறைகள், உணவு மேலாண்மையும் குழந்தை வளர்ப்பும், நர்ஸிங், அலுவலக செயலரியல், கணக்குப்பதிவியலும் தணிக்கையியலும், டெக்ஸ்டைல் டெக்னாலஜி, ஆட்டோ மெக்கானிக் என கிரிஜா வைத்தியநாதன் தலைமையில் அமைக்கப்பட்ட குழுவின் பரிந்துரைகளின்படி 12 வகையான தொழிற்கல்வி பாடப்பிரிவுகள் நடைமுறையில் உள்ளன.
தொழிற்கல்வி பாடங்களை கற்ப்பிக்க தமிழக அரசு 1978-79-ஆம் கல்வியாண்டில் 4,324 பகுதிநேர ஆசிரியர்களை நியமனம் செய்தது. அந்த ஆசிரியர்களை பணி வரன்முறை செய்திடக் கோரி பல ஆண்டுகள் நடைபெற்ற போராட்டத்தின் வாயிலாக ஆசிரியர்கள் பணிவரன்முறை செய்யப்பட்டனர்.
பின்னர் பணிமூப்பின் காரணமாகவும் வேறு சில காரணங்களாலும் ஏற்பட்ட காலிப் பணியிடங்களில் 1997 மற்றும் 2007-ஆம் ஆண்டுகளில் 435 ஆசிரியர்கள் நியமனம் செய்யப்பட்டு காலமுறை ஊதியம் அளிக்கப்பட்டது. ஆனால் 2007-ஆம் ஆண்டிற்குப் பிறகு கடந்த 10 ஆண்டுகளாக புதிய பணியிடங்கள் உருவாக்கப்படவில்லை. மேலும் பணிமூப்பு மற்றும் இதர காரணங்களினால் சுமார் 600 ஆசிரியர் பணியிடங்கள் காலியாக உள்ளன. அவை நிரப்பப்படவில்லை. இதனால் பள்ளிகளில் தொழிற்கல்வி பெறும் வாய்ப்பினை மாணவர்கள் இழந்து வருகின்றனர். இந்த நிலை தொடர்ந்தால் அடுத்த 5 ஆண்டுகளில் 95 சதவீத பள்ளிகளில் ஆசிரியர்கள் பணி நிறைவு பெறுவதால் படிப்படியாக தொழிற்கல்வி பெறும் வாய்ப்பினை மாணவர்கள் இழக்க சூழ்நிலை உருவாகும்.
இதுகுறித்து தமிழ்நாடு மேல்நிலைப் பள்ளி தொழிற்கல்வி ஆசிரியர் கழகத்தின் மாநிலப் பொதுச் செயலாளர் செ.நா.ஜனார்த்தனன் கூறியதாவது:
தற்போது இந்த தொழிற்கல்வி பாடப்பிரிவில் சேர்க்கப்படும் மாணவர்கள் பெரும்பாலானோர் மெல்லக் கற்கும் (Slow Learners) மாணவர்கள். மேலும், 10-ஆம் வகுப்பில் 500 மதிப்பெண்களுக்கு 250-க்கும் குறைவாக மதிப்பெண் பெறுபவர்கள். மேலும் ஒரு முறை தேர்வில் வெற்றி பெறாத பின்னர் மறுதேர்வெழுதி வெற்றி பெற்ற மாணவர்களே சேர்க்கப்படுகின்றனர்.
எனவே, மாணவர்களின் நலனைக் கருத்தில் கொண்டு காலியாக உள்ள சுமார் 600 தொழிற்கல்வி ஆசிரியர் பணியிடங்களை நிறப்பிட வேண்டுகிறோம். மேலும், தற்போது நடைமுறையில் உள்ள பள்ளிகளிலும் ஆசிரியர் பணி நிறைவு காரணமாகவோ வேறு காரணமாகவோ காலிப் பணியிடம் ஏற்பட்டால் அதை உடனே நிறப்ப நடவடிக்கை எடுக்க வேண்டும்.
நடப்பு கல்வியாண்டில் தரம் உயர்த்தப்பட உள்ள 100 மேல்நிலைப் பள்ளிகளிலும் 2 தொழிற்கல்வி பணியிடங்களை ஏற்படுத்தி அப்பணியிடத்துக்கும் ஆசிரியர்களைப் பணியமர்த்த வேண்டும். 2017 மார்ச் மாதம் நடைபெற்ற அரசு பொதுத் தேர்வில் 12 வகையான தொழிற்கல்வி பாடப்பிரிவில் 12-ஆம் வகுப்பில் 62,875 மாணவர்கள் தேர்வெழுதி 51,992மாணவர்கள் வெற்றி பெற்றுள்ளனர். இது 82.7சதவீத வெற்றியாகும்.
இம்மாணவர்கள் குறிப்பாக மின் இயந்திரங்களும் சாதனங்களும் உள்ளிட்ட பொறியியல் பிரிவு மாணவர்கள் சுய தொழில் செய்யும் திறன் பெற்றவர்களாக உள்ளனர். அவர்கள் சுயமாக தொழிலை செய்து முன்னேறியுள்ளனர்.
ஆடை வடிவமைத்தலும் தயாரித்தலும் என்ற பாடப்பிரிவில் பெரும்பாலும் பெண்களே கல்வி பெறுகின்றனர். இவர்கள் தங்களுக்குத் தேவையான ஆடைகளை தைத்துக்கொள்வதிலும் தனது குடும்ப உறுப்பினர்கள், வீட்டருகில் உள்ளவர்களுக்கு ஆடை வடிவமைத்துக் கொடுத்தும் சுய தொழில் செய்து வருகின்றனர். நர்ஸிங் பிரிவு மாணவர்களும் உடனே வேலைவாய்ப்பைப் பெறுகின்றனர்.
எனவே, மாணவர்களின் நலனைக் கருத்தில் கொண்டு மெல்லக் கற்கும் மாணவர்களும் வாழ்வில் வளம் பெற தொழிற்கல்வித் திட்டத்தைத் தொடர அரசு உரிய நடவடிக்கைகளை மேற்கொள்ள வேண்டும் என்று அவர் கேட்டுக் கொண்டார்.

"2007-ஆம் ஆண்டிற்குப் பிறகு கடந்த 10 ஆண்டுகளாக புதிய பணியிடங்கள் உருவாக்கப்படவில்லை. மேலும் பணிமூப்பு மற்றும் இதர காரணங்களினால்  சுமார் 600 ஆசிரியர் பணியிடங்கள் காலியாக உள்ளன. அவை நிரப்பப்படவில்லை. இதனால் பள்ளிகளில் தொழிற்கல்வி பெறும் வாய்ப்பினை மாணவர்கள் இழந்து வருகின்றனர்."

ஊராட்சி ஒன்றியப் பள்ளி மாணவர்களுக்கு களபயணம்மூலம் விவசாயம் குறித்த நேரடி பாடம்

விருதுநகர் மாவட்டம், ஸ்ரீவில்லிபுத்தூரில் உள்ள ஊராட்சி ஒன்றியத் தொடக்கப் பள்ளி மாணவர்களுக்கு விவசாயப் பணிகள் குறித்த விழிப்புணர்வு ஏற்படுத்துவதற்காக திங்கள்கிழமை நேரடியாக வயல் வெளிக்கு அழைத்துச் செல்லப்பட்டு விளக்கம் அளிக்கப்பட்டது.
மூன்றாம் வகுப்பு சமூகவியல் 2 ம் பாடத்தில் உணவின் கதை என்ற தலைப்பிலான பாடத்தில் நெல் சொல்லும் கதை என்ற பாடம் உள்ளது. மேலும் நான்காம் வகுப்பு தமிழ் பாடத்தில் நெல் குறித்த பாடம் வந்துள்ளது. இந்த மாணவர்களை அருகில் உள்ள வயல் வெளிக்கு அழைத்துச் சென்று நேரடியாக பாடங்கள் குறித்து விளக்க தலைமை ஆசிரியர் கோ.ஜெயக்குமார் ஞானராஜ் முடிவு செய்தார்.
