பிரசவ விடுமுறை தரும் நிறுவனங்களுக்கு 7 வார சம்பளத்தை அரசே வழங்கும்: பெண்கள் மேம்பாட்டு அமைச்சகம் அறிவிப்பு
புதுடெல்லி : பிரசவ விடுமுறை தரும் நிறுவனங்களுக்கு கர்ப்பிணிகள் வேலைக்கு வராத 7 வாரங்களுக்கான சம்பளத்தை அரசே வழங்கும் என்று பெண்கள் மற்றும் குழந்தைகள் மேம்பாட்டு அமைச்சகம் அறிவித்துள்ளது.
அரசு மற்றும் தனியார் நிறுவனங்களில் பணியாற்றும் பெண்களுக்கு 12 வாரமாக இருந்த பிரசவ விடுப்பை கடந்த ஆண்டு 26 வாரங்களாக உயர்த்தி மத்திய அரசு அறிவித்தது. விடுமுறை நீட்டிப்பை பல அரசு மற்றும் தனியார் நிறுவனங்கள் வழங்க மறுப்பதாக அரசுக்கு புகார்கள் வந்தது.
இதையடுத்து 15 ஆயிரம் ரூபாய் சம்பளம் பெறும் பெண் தொழிலாளர்கள் பிரசவ விடுப்பு எடுக்கும் 26 வார காலத்தில் 7 வாரங்களுக்கான சம்பளத்தை வேலைவழங்கும் நிறுவனங்களுக்கு அரசே வழங்கும் என்று அறிவிக்கப்பட்டுள்ளது.
இது தொடர்பாக மத்திய பெண்கள் மற்றும் குழந்தைகள் மேம்பாட்டு அமைச்சக செயலாளர் ராகேஷ் ஸ்ரீவத்சவா கூறியதாவது: மாநில அரசுகளிடம் பணியாளர் நலவரி குறைவாக இருப்பதால் அதை மத்திய தொழிலாளர் அமைச்சகமே இந்த தொகையை பிரசவ விடுமுறை அளிக்கும் நிறுவனங்களுக்கு வழங்கும். கூடுதலாக பிரசவ விடுமுறை அறிவிக்கப்பட்ட 14 மாதங்களில் பாதி காலத்திற்கான தொகையை அரசு ஏற்கும். அதன்படி மாதச்சம்பளம் ரூ.15 ஆயிரத்திற்கும் அதிகமாக பெறும் பெண் ஊழியர்களுக்கான 7 வார பிரசவ விடுப்புக்கான சம்பள தொகை சம்மந்தப்பட்ட வேலை வழங்கும் நிறுவனங்களுக்கு வழங்கப்படும். இதனால் கர்ப்பிணி ஊழியர்கள் மீண்டும் பணிக்கு திரும்பும்போது எந்த பாதிப்பும் ஏற்படாது. இவ்வாறு அவர் தெரிவித்துள்ளார்.

பாடப் புத்தகங்கள் வழங்குவதில் கல்வித் துறை காலம் தாழ்த்தி வருவதால் சிறுபான்மை மொழிகளில் படித்து வரும் மாணவர்கள் புத்தகங்கள் இன்றி அவதிக்குள்ளாகி வருவதாக சமூக ஆர்வலர்கள் வேதனை தெரிவிக்கின்றனர்.
தமிழகத்தில் சென்னை, திருவள்ளூர், வேலூர், கிருஷ்ணகிரி ஆகிய மாவட்ட அரசுப் பள்ளிகளில் தெலுங்கு, உருது, கன்னடம் ஆகிய சிறுபான்மை மொழிகளில் படித்து வரும் மாணவர்களுக்கு பாடப் புத்தகங்கள் வழங்குவதில் ஏற்படும் காலதாமதத்தால், அவர்களது கல்வித் தரம் வெகுவாக பாதிக்கப்பட்டு வருகிறது. கட்டாய தமிழ் வழிக்கல்வி சட்டத்தை தொடர்ந்து, கடந்த 2006-ஆம் ஆண்டு முதல் தமிழ் அல்லாத சிறுபான்மை மொழிகளில் படித்து வரும் மாணவர்கள், தமிழை ஒரு பாடமாக கட்டாயம் படிக்க வேண்டும் என்ற நிலை உள்ளது.
அனைவருக்கும் ஒரே விதமான சமச்சீர் கல்வித் திட்டத்தைக் கொண்டு வந்த தமிழக அரசு, மாணவர்களுக்கு புத்தக சுமையைக் குறைக்கும் நோக்கில் பாடப் புத்தகங்களை பருவ முறையைப் பின்பற்றி மூன்று பருவங்களாகப் பிரித்து வழங்கி வருகின்றது. கோடை விடுமுறை முடிந்து பள்ளிகள் திறந்த முதல் நாளே மாணவர்கள் அனைவருக்கும் பாடப் புத்தகங்கள் உள்பட கல்வி உபகரணங்கள் வழங்கப்படுகின்றன.
இந்நிலையில், ஊராட்சி ஒன்றிய துவக்கப் பள்ளிகளில் சிறுபான்மை மொழி மாணவர்களுக்கு பள்ளிகள் திறந்து 5 மாதங்கள் கடந்த நிலையிலும், பாடப் புத்தகங்கள் கிடைக்கவில்லையாம். தற்போது இரண்டாம் பருவ பாட நூல்கள் மாணவர்களுக்கு வழங்கப்பட்டாலும், சிறுபான்மை மொழி மாணவர்களுக்கு முதல் பருவ பாட நூல்கள் கிடைக்காததால் மாணவர்களின் கல்வித் தரம் கேள்விக் குறியாகி உள்ளது.
தமிழ்ப் பாட நூல்களை வைத்து சிறுபான்மை ஆசிரியர்கள் மாணவர்களுக்கு வகுப்பு எடுத்து நோட்டுப் புத்தகங்களில் மாணவர்கள் எழுதிக்கொண்டு படிக்க வேண்டிய நிலை உருவாகியுள்ளதாகக் கூறப்படுகிறது.
திருவள்ளூர் மாவட்டத்தில் பள்ளிப்பட்டு ஒன்றியத்தில் மட்டும் 30-க்கும் மேற்பட்ட தெலுங்கு தொடக்கப் பள்ளிகள் உள்ளன. இப்பள்ளிகளில் பயின்றுவரும் மாணவர்களுக்கு பாடப் புத்தகங்கள் கிடைக்காத நிலையில், கற்றல் திறன் குறைந்து வருகிறது. தமிழக அரசு பாட நூல்கள் குறித்து விளக்கம் அளித்தால் மட்டுமே பெற்றோர்கள் அடுத்த கட்டமாக தங்கள் குழந்தைகளை எங்கு சேர்க்க வேண்டும் என்று முடிவை செய்ய முடியும் என சமூக ஆர்வலர்கள் கூறுகின்றனர்.
இதுகுறித்து கல்வித் துறை அதிகாரி ஒருவர் கூறுகையில், பாட நூல்களை மொழிமாற்றம் செய்யும் பணிகளில் தெலுங்கு மற்றும் சிறுபான்மை மொழி ஆசிரியர்கள் ஈடுபட்டு வருகின்றனர். மேலும் மொழிப் பெயர்ப்பு பணிகள் வேகமாக நடைபெற்று 95 சதவீதம் பணிகள் முடிந்துவிட்டன. தற்போது புத்தகங்கள் அச்சிடும் பணிகள் துரிதகதியில் நடந்து வருகின்றன. விரைவில் தெலுங்கு மற்றும் சிறுபான்மை மொழி மாணவர்களுக்கு பாட நூல்கள் வழங்கப்படும் என்றார்.

மாணவர் குழுக்கள் மூலம் ஊட்டச்சத்து குறைபாடு கண்டறியும் திட்டம்: மாநகராட்சி பள்ளிகளில் விரைவில் அறிமுகம்
மாணவர்களின் ஊட்டச் சத்து குறைபாட்டை மாணவர் குழுக்கள் மூலம் கண்டறியும் திட்டம் விரைவில் சென்னை மாநகராட்சி பள்ளிகளில் செயல்படுத்தபட உள்ளது.
அனிமீயா குறைபாடு மற்றும் ஊட்டச் சத்து குறைபாட்டில் இருந்து குழந்தைகள் மற்றும் பெண்களை பாதுகாக்க போசன் அபியான் என்ற திட்டத்தை கடந்த மார்ச் மாதம் மத்திய பெண்கள் மற்றும் குழந்தைகள் மேம்பாட்டு அமைச்சகம் தொடங்கியது. இந்த திட்டமானது சென்னையில் ஒருங்கிணைந்த குழந்தைகள் வளர்ச்சி பணிகள், கல்வித்துறை, சுகாராத் துறை, காவல் துறை, குடிநீர் வழங்கல் துறை உள்ளிட்ட 13 துறைகளுடன் இணைந்து செயல்படுத்தபட்டு வருகிறது.
இதற்காக ஒவ்வொரு மண்டலத்திலும் 13 துறை அதிகாரிகள் அடங்கிய மாவட்ட ஒருங்கிணைப்பு குழுக்கள் அமைக்கப்பட்டுள்ளன. இந்நிலையில் பள்ளி மாணவர்களுக்கு உள்ள ஊட்டச் சத்து குறைபாட்டை கண்டறிய மாணவர் குழுக்களை அமைக்க அதிகாரிகள் திட்டமிட்டுள்ளனர்.
இதுதொடர்பாக அவர்கள் கூறியதாவது: சென்னை மாநகராட்சியில் 280 மாநகராட்சி பள்ளிகள் உள்ளன. இதைத் தவிர்த்து அரசுப் பள்ளிகளும் உள்ளன. இந்த பள்ளிகளில் பயிலும் அனைத்து மாணவர்களுக்கும் சரியான ஊட்டச்சத்து கிடைக்கிறதா என்பதை கண்டறிய வேண்டும் என்றால் பெரிய ஆய்வு ஒன்றை நடத்த வேண்டும். இதற்காக பல மாதங்கள் ஆகலாம்.
எனவேதான் மாணவர்களிடம் உள்ள ஊட்டச் சத்து குறைப்பாட்டை மாணவர்களை வைத்தே கண்டறியும் முறையானது பள்ளிகளில் செயல்படுத்தபட உள்ளது. முதற்கட்டமாக இந்த திட்டத்தை எவ்வாறு செயல்படுத்த வேண்டும் என்று பள்ளி தலைமை ஆசிரியர்கள் மற்றும் ஆசிரியர்களுக்கு பயிற்சி அளிக்கப்படும். இதனைத் தொடர்ந்து அனைத்து பள்ளிகளிலும் 4 முதல் 8 மாணவர்கள் அடங்கிய குழு ஒன்று அமைக்கப்படும்.
ஆசிரியர்கள் இந்த குழுவில் உள்ள மாணவர்களுக்கு பயிற்சி அளிப்பார்கள். இதனைத் ெதாடர்ந்து அந்த மாணவர்களின் பள்ளிகளில் உள்ள சக மாணவர்களிடம் பேசி அவர்களுக்கு எந்த மாதிரியான ஊட்டச் சத்து குறைபாடு உள்ளது என்பதை ஆசிரியர்களின் கவனத்திற்கு கொண்டு செல்வார்கள்.
மாணவர்களின் அளிக்கும் தகவல்களை பொறுத்து ஆசிரியர்கள் அது எந்த மாதிரியான பிரச்னை எண்பதை கண்டறிந்து அதிகாரிகளுக்கு அறிக்கை அளிப்பார்கள். அந்த அறிக்கையின் அடிப்படையில் உரிய நடவடிக்கைகள் எடுக்கப்படும். இவ்வாறு அவர்கள் கூறினார்கள்.
